Job Description:
A Liaison Officer for a Coal Washery acts as the critical bridge between the operational, regulatory, community, and logistical stakeholders to ensure smooth, compliant, and efficient coal processing and dispatch. They are responsible for managing relationships with government agencies, railways, transporters, and local communities, while resolving operational bottlenecks.
Key Responsibilities
1. Government and Regulatory Liaison (Compliance)
- Approvals & Licensing: Coordinate, follow up, and secure statutory approvals, environmental clearances, mining permits, and renewals.
- Inspections & Audits: Facilitate and handle inspections by government officials, including mining, environmental, and safety audits.
- Policy Monitoring: Stay updated on, and brief management regarding, changes in government policies related to coal, mining, labor, and the environment.
2. Logistics and Operational Coordination
- Dispatch Management: Coordinate with railways and logistics providers to ensure smooth coal transportation and dispatch from the washery to customer locations.
- Truck/Rail Coordination: Arrange and manage transportation, including scheduling rail rakes or truck movement.
- Quality/Dispatch Issues: Address and resolve any shortages, quality disputes, or delivery delays with customers or suppliers.
3. Public Relations and Community Engagement
- Local Administration: Maintain positive relationships with district officials, local authorities, and law enforcement to prevent operational disruptions.
- Community Relations: Engage with surrounding villages, addressing concerns, and managing Corporate Social Responsibility (CSR) initiatives to ensure a stable operating environment.
- Land/Compensation Issues: Assist in land acquisition matters, resettlement, and compensation negotiations, if necessary.
4. Reporting and Administration
- Documentation: Maintain meticulous records of dispatch, challans, compliance documents, and licenses.
- Reporting: Prepare and present regular progress reports to senior management on compliance, logistics, and stakeholder relations.
- Crisis Management: Act as the point of contact during emergency situations, handling conflict resolution.
Required Qualifications and Skills
- Education: Graduate or Post Graduate, often with a background in Business Management, Law, or a relevant technical field.
- Experience: 3 to 10 years of experience in industrial liaison, preferably within the coal, mining, or steel sector.
- Skills:
- Excellent Communication: Strong verbal and written communication in English and local languages.
- Negotiation & Conflict Resolution: Ability to mediate disputes and manage high-pressure situations.
- Networking: Strong interpersonal skills to build rapport with diverse groups (government, local, and corporate).
- Knowledge: Understanding of statutory acts and environmental regulations.
Physical and Work Requirements
- Fieldwork: Frequent visits to mines, washeries, railway sidings, and government offices.
- Flexibility: Willingness to work in high-pressure, fast-paced environments.
Target Candidates
- Experienced professionals from Chhattisgarh/Jharkhand (if that is the location), holding a 5–6 year track record in similar mining/industrial roles.
